Giri\u015f<\/p>\n<p align=\"left\"><strong>PROBLEM<\/strong><\/p>\n<p align=\"left\">Zorunlu &ouml;\u011frenim &ccedil;a\u011f\u0131na kadar olan &ccedil;ocuklar\u0131n zihinsel, fiziksel, duygusal ve sosyal geli\u015fmelerini sistemli bir ortam i&ccedil;inde daha iyi sa\u011flayan yeteneklerinin geli\u015fmesine yard\u0131m eden, onlar\u0131 ilkokula haz\u0131rlayan ve temel e\u011fitimin b&uuml;t&uuml;nl&uuml;\u011f&uuml; i&ccedil;inde yer alan e\u011fitim devresine &quot;okul&ouml;ncesi e\u011fitim&quot; denir . Okul&ouml;ncesi e\u011fitim g&uuml;n&uuml;m&uuml;zde gittik&ccedil;e yayg\u0131nla\u015fan ve &ouml;nem kazanan bir konudur. &Uuml;lkemizin i&ccedil;inde bulundu\u011fu ekonomik ve toplumsal kalk\u0131nma beraberinde yeni gereksinimleri ve de\u011ferleri de getirmekte, toplum ya\u015fam\u0131nda de\u011fi\u015fikliklere yol a&ccedil;maktad\u0131r. End&uuml;strile\u015fme ve kentle\u015fmenin ka&ccedil;\u0131n\u0131lmaz bir sonucu olarak k&uuml;&ccedil;&uuml;k, &quot;&ccedil;ekirdek aile&quot; t&uuml;r&uuml; yayg\u0131nla\u015fmaya, &ccedil;al\u0131\u015fan kad\u0131nlar\u0131n say\u0131s\u0131 da her ge&ccedil;en g&uuml;n artmaya ba\u015flam\u0131\u015ft\u0131r. Bu durum &ccedil;ocuklar\u0131n bak\u0131mlar\u0131n\u0131n sa\u011flanmas\u0131 y&ouml;n&uuml;nde yeni &ouml;nlemlerin al\u0131nmas\u0131n\u0131 zorunlu k\u0131lmaktad\u0131r. Bu &ouml;nlemlerden biri, bu ya\u015f grubu &ccedil;ocuklar\u0131n\u0131n kurumlarda bak\u0131m ve e\u011fitimlerinin sa\u011flanmas\u0131d\u0131r. Anayasam\u0131zda ifadesini bulan &quot;sosyal devlet&quot; olma niteli\u011finin de gere\u011fi okul&ouml;ncesi e\u011fitim kurumlar\u0131n\u0131 a&ccedil;mak ve yayg\u0131nla\u015ft\u0131rmak devlete d&uuml;\u015fmektedir. Bug&uuml;n T&uuml;rkiye de (0-6) ya\u015f grubuna giren &ccedil;ocuklara bakan ve e\u011fitimlerini sa\u011flayan kurumlar &ccedil;e\u015fitlidir.<\/p>\n<p align=\"left\">Bu kurumlarca a&ccedil;\u0131lan okul&ouml;ncesi e\u011fitim kurumlar\u0131, &ccedil;ocuk yuvalar\u0131, anaokullar\u0131 ve anas\u0131n\u0131flar\u0131 diyebilece\u011fimiz &uuml;&ccedil; ayr\u0131 k\u0131s\u0131mdan olu\u015fmaktad\u0131r. Bunlardan &ccedil;ocuk yuvalar\u0131 (0-6) anaokullar\u0131 (3-5) anas\u0131n\u0131flar\u0131ysa (5-6) ya\u015flar\u0131 aras\u0131ndaki &ccedil;ocuklara y&ouml;nelik durumlard\u0131r.<\/p>\n<p align=\"left\">Okul&ouml;ncesi e\u011fitimin ba\u015far\u0131ya ula\u015fabilmesi i&ccedil;in : <br \/>\ni) Her \u015feyden &ouml;nce bu ya\u015f &ccedil;ocuklar\u0131n\u0131n gereksinimlerinin saptanmas\u0131, <br \/>\nii) Bu gereksinimleri en iyi \u015fekilde kar\u015f\u0131layan bir program\u0131n d&uuml;zenlenmesi, <br \/>\niii) Sa\u011fl\u0131k \u015fartlar\u0131na uygun bir e\u011fitsel &ccedil;evrenin haz\u0131rlanmas\u0131 (bina, ara&ccedil;-gere&ccedil;, bak\u0131m vb.) <br \/>\niv) Aile ve ilkokul aras\u0131nda dengeli ve ba\u015far\u0131l\u0131 bir &ccedil;al\u0131\u015fma yap\u0131lmas\u0131 <br \/>\nv) Ba\u015far\u0131l\u0131 ve dengeli &ccedil;al\u0131\u015fma yapabilecek yetkili elemanlar\u0131n yeti\u015ftirilmesi gerekmektedir.<\/p>\n<p align=\"left\">Bunlar ger&ccedil;ekle\u015ftirildi\u011fi oranda okul&ouml;ncesi e\u011fitimin ba\u015far\u0131s\u0131ndan s&ouml;z edilebilir.<\/p>\n<p align=\"left\">\u0130lk&ouml;\u011fretim, &ccedil;ocu\u011fu kendi ama&ccedil;lar\u0131na g&ouml;re yeti\u015ftirebilmek i&ccedil;in onda bir tecr&uuml;be temelinin bulundu\u011funu varsayar. Bu tecr&uuml;belerdeki eksiklik, &ccedil;ocu\u011fun ba\u015far\u0131s\u0131n\u0131 engelleyen onu, daha elveri\u015fli \u015fartlarla yeti\u015fip ilkokula ba\u015flayan &ccedil;ocuklardan geri b\u0131rakan bir etken olabilir.<\/p>\n<p align=\"left\">Okul&ouml;ncesi e\u011fitimin &ccedil;ocuk &uuml;zerindeki etkilerini inceleyen pek &ccedil;ok yabanc\u0131 ara\u015ft\u0131rmac\u0131 (Walsh, Hattwict, Jeel, Kawin ve Hoefer, Vitz, Boney ve Hicholson, Allen ve Masling, Cohen ve Bagshaw. vb.) &ccedil;ok kesin olmamakla birlikte \u015fu sonu&ccedil;lar\u0131 elde etmi\u015flerdir: &ldquo;\u0130yi bir okul&ouml;ncesi e\u011fitimi &ccedil;ocu\u011fun sosyal becerilerini geli\u015ftirmektedir. Baz\u0131 durumlarda bu etki birka&ccedil; y\u0131l sonra bile ay\u0131rdedici bir nitelik olarak g&ouml;zlenebilmektedir. E\u011fer &ccedil;ocu\u011fun ev ve okul d\u0131\u015f\u0131 ortam\u0131 geli\u015fmeyi olumlu y&ouml;nde uyaracak bir nitelik ta\u015f\u0131m\u0131yarsa, bu gibi &ccedil;ocuklarda okul&ouml;ncesi programlar\u0131 dil ve zihin geli\u015fimini a&ccedil;\u0131k bi&ccedil;imde etkileyici olmaktad\u0131r.&rdquo;&nbsp; &Uuml;lkemizde okullarda okul&ouml;ncesi e\u011fitim kurumlar\u0131ndan gelen &ccedil;ocuklarla, do\u011frudan do\u011fruya ilkokula ba\u015flayan &ccedil;ocuklar\u0131n t&uuml;rl&uuml; &ouml;zellikleri y&ouml;n&uuml;nden farkl\u0131 olup olmad\u0131\u011f\u0131 konusu hen&uuml;z incelenmemi\u015f yeni bir konudur. Bu kanunun incelenmesiyle, hem okul&ouml;ncesi e\u011fitimin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131n\u0131n gereklili\u011fi hem de var olan okul&ouml;ncesi e\u011fitim kurumlar\u0131n\u0131n ger&ccedil;ek i\u015fleyi\u015fi baak\u0131m\u0131ndan olumlu sonu&ccedil;lar ortaya &ccedil;\u0131kabilir.<\/p>\n<p align=\"left\">Ara\u015ft\u0131rman\u0131n Amac\u0131<\/p>\n<p align=\"left\">\u0130lkokullar\u0131n birinci s\u0131n\u0131ftar\u0131ndaki okul&ouml;ncesi e\u011fitim kurumlar\u0131na devam etmi\u015f &ouml;\u011frencilerle etmemi\u015f olanlar\u0131 okul&ouml;ncesi e\u011fitimin ama&ccedil;lar\u0131na g&ouml;re &ouml;\u011fretmenlerin g&ouml;zlemlerine dayal\u0131 olarak k\u0131yaslamak ve b&ouml;yle bir e\u011fitimin ilkokulda &ccedil;ocu\u011fun ba\u015far\u0131s\u0131na nas\u0131l etki etti\u011fini incelemektir.<\/p>\n<p align=\"left\">Denenceler<\/p>\n<p align=\"left\">i) T&uuml;rkiye deki okul&ouml;ncesi e\u011fitim kurumlar\u0131 ama&ccedil;lar\u0131n\u0131 ger&ccedil;ekle\u015ftirmektedirler. <br \/>\na) Zihinsel b) Sosyal c) Duygusal&nbsp; d) Beceriler ve ilgiler&nbsp; e) Fiziksel geli\u015fim ve sa\u011fl\u0131k y&ouml;nlerinden farkl\u0131d\u0131rlar. <br \/>\niii) Bu farkl\u0131l\u0131k okul&ouml;ncesi e\u011fitimden ge&ccedil;mi\u015f &ccedil;ocuklar lehinedir. <br \/>\niv) Bu farkl\u0131l\u0131klar &ccedil;ocuklar\u0131n ba\u015far\u0131lar\u0131na etki etmektedir.<\/p>\n<p align=\"left\">Ara\u015ft\u0131rman\u0131n &Ouml;nemi<\/p>\n<p align=\"left\">Milli E\u011fitim Bakanl\u0131\u011f\u0131 Anaokullar\u0131 K\u0131lavuzunun ama&ccedil;lar k\u0131sm\u0131nda, okumaya ba\u015flayacak olan &ccedil;ocuklara gerekli olan temeli ve ilkokul ya\u015fam\u0131n\u0131n &ccedil;ocuktan bekledi\u011fi duygusal ve sosyal olgunlu\u011fu sa\u011flaman\u0131n &ouml;nemi &uuml;zerinde durulmaktad\u0131r. Bug&uuml;n var olan kurumlar\u0131n ger&ccedil;ekten ama&ccedil;lar\u0131na uygun bir e\u011fitim verip vermedikleri ancak ilkokul d&uuml;zeyinde yap\u0131lacak deneysel ara\u015ft\u0131rmalarla ortaya &ccedil;\u0131kacakt\u0131r. Yaln\u0131zca okul&ouml;ncesi e\u011fitim kurumlar\u0131n\u0131n g&ouml;zlenmesi ve incelenmesi yeterli de\u011fildir. &Ouml;nemli elan okul&ouml;ncesi e\u011fitimden ge&ccedil;mi\u015f &ccedil;ocuklar\u0131n ilerki &ouml;\u011frenim basamaklar\u0131nda g&ouml;sterecekleri &ouml;zelliklerdir. E\u011fer &ccedil;ocuklar di\u011ferlerine k\u0131yasla baz\u0131 y&ouml;nlerden ilerideyseler di\u011fer &ccedil;ocuklara da okul&ouml;ncesi e\u011fitim sa\u011flanmas\u0131 konusundaki &ccedil;al\u0131\u015fmalar\u0131n h\u0131zland\u0131r\u0131lmas\u0131 gerekece\u011fi a&ccedil;\u0131kt\u0131r. E\u011fer okul&ouml;ncesi e\u011fitimden ge&ccedil;mi\u015f &ccedil;ocuklarla di\u011ferlerinin bir fark\u0131 yoksa bu da okul&ouml;ncesi e\u011fitim &ccedil;al\u0131\u015fmalar\u0131n\u0131n bo\u015fa gitti\u011fini d&uuml;\u015f&uuml;nd&uuml;recektir. E\u011fer b&ouml;yle bir durum varsa bu ger&ccedil;ekten b&uuml;y&uuml;k bir kaynak \u0131sraf\u0131 demektir. K\u0131saca a&ccedil;\u0131klamaya &ccedil;al\u0131\u015ft\u0131\u011f\u0131m\u0131z bu nedenlerle inceleme &ouml;nem ta\u015f\u0131maktad\u0131r. Bu inceleme sonunda ortaya &ccedil;\u0131kacak bulgular\u0131n ba\u015fka ara\u015ft\u0131rmalarla denenip, geni\u015fletilerek okul&ouml;ncesi e\u011fitime ili\u015fkin yeni g&ouml;r&uuml;\u015flere hizmet edece\u011fi umulabilir.<\/p>\n<p align=\"left\">Say\u0131lt\u0131lar<\/p>\n<p align=\"left\">i) Anket y&ouml;ntemi ara\u015ft\u0131rman\u0131n amac\u0131na uygun bir y&ouml;ntemdir. <br \/>\nii) \u0130lkokul 1. s\u0131n\u0131f &ouml;\u011fretmenleri ara\u015ft\u0131rma konusunda yeterli g&ouml;zleme sahip varilen anketi do\u011fru olarak yan\u0131tlarlar. <br \/>\nii) Se&ccedil;ilen &ouml;rneklem evren hakk\u0131nda genel bir fikir verebilir. <br \/>\niii) \u0130lkokullar\u0131n birinci s\u0131n\u0131flar\u0131 &ouml;\u011frenciler aras\u0131ndaki ayr\u0131l\u0131klar\u0131n izlenmesi i&ccedil;in yeterlidir. <br \/>\nv) \u0130lkokullar\u0131n birinci s\u0131n\u0131flar\u0131nda hem okul&ouml;nces\u0131 e\u011fitim g&ouml;rm&uuml;\u015f hem de g&ouml;rmemi\u015f &ccedil;ocuklar\u0131 bulmak olas\u0131d\u0131r.<\/p>\n<p align=\"left\">S\u0131n\u0131rl\u0131l\u0131klar<\/p>\n<p align=\"left\">Bu inceleme, <br \/>\ni) Bir yar\u0131 y\u0131ll\u0131k s&uuml;reyle, <br \/>\nii) Yaln\u0131zca Ankara ili i&ccedil;inde se&ccedil;ilecek ilkokullardan olu\u015fan bir &ouml;rneklemle <br \/>\niii) Bu &ouml;rnekleme giren ilkokullardaki birinci s\u0131n\u0131flarla. <br \/>\niv) Birinci s\u0131n\u0131f &ouml;\u011fretmenlerine verilecek bir anketle. <br \/>\nv) Bu anket sonunda elde edilen verilerin a&ccedil;\u0131klanmas\u0131 ve verilerin geli\u015ftirilmesiyle s\u0131n\u0131rl\u0131d\u0131r.<\/p>\n<p align=\"left\">Tan\u0131mlar<\/p>\n<p align=\"left\">\u0130ncelemede s\u0131k s\u0131k raslanan iki ana terim \u015fu anlamlarda kullan\u0131lmaktadir. <br \/>\nOkul&ouml;ncesi: Bireyin ya\u015fam\u0131n\u0131n (0-6) ya\u015flar\u0131 aras\u0131ndaki devresi. <br \/>\nOkul&ouml;ncesi e\u011fitim kurumlar\u0131: (0-6) ya\u015flar\u0131ndaki &ccedil;ocuklar\u0131n bak\u0131mlar\u0131n\u0131 sa\u011flayan, onlar\u0131n bedensel, zihinsel ve duygusal y&ouml;nden geli\u015fmelerini yard\u0131mc\u0131 olup bu konuda e\u011fiten ve ilkokula haz\u0131rlayan kurumlar\u0131n t&uuml;m&uuml;, (kre\u015f, &ccedil;ocuk yuvalar\u0131, anaokullar\u0131, anas\u0131n\u0131flar\u0131)<\/p>\n<p align=\"justify\"><font size=\"2\" face=\"Verdana\"><font color=\"#ff6600\"><strong>II. Y&Ouml;NTEM<\/strong> <\/font><\/font><\/p>\n<p align=\"justify\"><font color=\"#d26900\" size=\"4\" face=\"Times New Roman\"><font color=\"#ff6600\">Evren ve &Ouml;rneklem<\/font> <\/font><\/p>\n<p align=\"justify\">\u0130ncelemenin evreni, Ankara daki t&uuml;m ilkokullar\u0131n birinci s\u0131n\u0131flar\u0131d\u0131r. &Ouml;rnekleme ise bu ilkokullardan yaln\u0131zca de\u011fi\u015fik yerle\u015fim b&ouml;lgeleri g&ouml;z&ouml;n&uuml;ne al\u0131narnk kura ile se&ccedil;ilen 11 ilkokulun birinci s\u0131n\u0131flar\u0131d\u0131r. Bu ilkokullar \u015funlard\u0131r :<\/p>\n<p align=\"justify\">1) Demetevler, O\u011fuzlar \u0130lkokulu <br \/>\n2) Yenimahalle, Gaziasmanpa\u015fa, \u0130lkokulu <br \/>\n3) \u0130kinci Kalaba, Kacatepe \u0130lkokulu <br \/>\n4) Varl\u0131k Mahallesi, Ziya G&ouml;kalp \u0130lkokulu <br \/>\n5) Ayd\u0131nl\u0131kevler, Ayd\u0131nl\u0131kevler \u0130lkokulu <br \/>\n6) Oran Sitesi, Oran \u0130lkokulu, <br \/>\n7) Yukar\u0131 Ayranc\u0131, Ayranc\u0131 \u0130lkakulu <br \/>\n8) K&uuml;&ccedil;&uuml;k Esat-D&ouml;rtyol-Kavakl\u0131dere \u0130lkokulu <br \/>\n9) Bah&ccedil;elievler, Bah&ccedil;elievler \u0130lkokulu <br \/>\n10) Balgat, Balgat \u0130lkokulu <br \/>\n11) \u0130ncesu, \u0130ncesu \u0130lkokulu<\/p>\n<p align=\"justify\">Ara&ccedil;<\/p>\n<p align=\"justify\">&Ouml;\u011fretmenler i&ccedil;in ara\u015ft\u0131r\u0131c\u0131 taraf\u0131ndan okul&ouml;ncesi e\u011fitimin ama&ccedil;lar\u0131na uygun olarak geli\u015ftirilen anket formu ara&ccedil; olarak kullan\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p align=\"justify\">Veriler ve Toplanmas\u0131<\/p>\n<p align=\"justify\">Veriler anketler yoluyla taplanm\u0131\u015ft\u0131r. S&ouml;z&uuml; edilen ilkokullara tek tek gidilerek, &ouml;nce m&uuml;d&uuml;rlerle g&ouml;r&uuml;\u015f&uuml;lm&uuml;\u015f, daha sonra o ilkokullarda var olan birinci s\u0131n\u0131f &ouml;\u011fretmenleriyle tek tek ilgi kurularak anketler verilmi\u015f, gerekli a&ccedil;\u0131klamalar yap\u0131lm\u0131\u015ft\u0131r. Verilen anketler iki g&uuml;n sonra yine ara\u015ft\u0131r\u0131c\u0131 taraf\u0131ndan geri al\u0131nm\u0131\u015ft\u0131r. Onbir ilkokula 56 anket verilmi\u015f, bunlardan 48 i yan\u0131tlanm\u0131\u015f olarak geri al\u0131nabilmi\u015ftir. Yani kat\u0131lma oran\u0131 %85-91 dir.<\/p>\n<p align=\"justify\">Verilerin &ccedil;&ouml;z&uuml;m&uuml; ve Yorumlanmas\u0131<\/p>\n<p align=\"justify\">Anketlerin &ouml;nce elle tek tek d&ouml;k&uuml;mleri yap\u0131lm\u0131\u015f, yan\u0131tlar danencelere uygun olarak kategorilere ayr\u0131lm\u0131\u015f, sonrada her kategoriye ili\u015fkin durum, frekans ve y&uuml;zde olarak tablolarla g&ouml;sterilerek, ne anlama geldikleri yorumlanmaya &ccedil;al\u0131\u015f\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p align=\"justify\"><font color=\"#d26900\" size=\"2\" face=\"Verdana\"><strong><font color=\"#ff6600\">III. BULGULAR VE YORUMLAR<\/font><\/strong> <\/font><\/p>\n<p align=\"justify\">Anketin uyguland\u0131\u011f\u0131, 37 si kad\u0131n, 11 i erkek &ouml;\u011fretmenin ya\u015flar\u0131 25-50, g&ouml;revdeki k\u0131demleriyse 5-30 y\u0131l aras\u0131nda de\u011fi\u015fmekteydi. Bu &ouml;\u011fretmenlarin g&ouml;revli alduklar\u0131 srn\u0131flar\u0131n en kalabal\u0131\u011f\u0131nda &ouml;\u011frenci say\u0131s\u0131 61, en tenha alan\u0131nda 12 idi. S\u0131n\u0131flardaki toplam &ouml;\u011frenci say\u0131s\u0131 1876 yd\u0131. Okul&ouml;ncesi e\u011fitimden ge&ccedil;mi\u015f &ccedil;ocuklar\u0131n s\u0131n\u0131flardaki say\u0131lar\u0131 hi&ccedil; ile 22 aras\u0131nda s\u0131ralanmaktayd\u0131. &Ouml;rneklemimizin kapsam\u0131 i&ccedil;inde 254 okul&ouml;ncesi e\u011fitimden ge&ccedil;mi\u015f &ccedil;ocuk bulunuyordu. Yani &ouml;rneklemdeki t&uuml;m &ouml;\u011frencilerin ancak % 13,53 &uuml; okul&ouml;ncesi e\u011fitimden ge&ccedil;mi\u015fti. Bu 254 &ccedil;ocu\u011fun % 77.17 si resmi, % 22.83 &uuml; &ouml;zel kurumlarda e\u011fitim g&ouml;rm&uuml;\u015ft&uuml;. Kurumlar aras\u0131ndaki bu fark\u0131n son y\u0131llarda say\u0131lar\u0131 bir hayli artan anas\u0131n\u0131flar\u0131ndan ortaya &ccedil;\u0131kt\u0131\u011f\u0131 d&uuml;\u015f&uuml;n&uuml;lebilir. &Ccedil;&uuml;nk&uuml; 1972 &#8211; 1973 y\u0131llar\u0131nda T&uuml;rkiye deki anas\u0131n\u0131flar\u0131n\u0131n 178 olan say\u0131lar\u0131 1976-1977 &ouml;\u011fretim y\u0131l\u0131nda 628 e ula\u015fm\u0131\u015ft\u0131r. &Ouml;\u011frenci say\u0131s\u0131 ise 3.667 den 16.602 ye y&uuml;kselmi\u015ftir.<\/p>\n<p align=\"justify\">Anas\u0131n\u0131flar\u0131n\u0131n bu denli yayg\u0131nla\u015fmas\u0131nda, ger&ccedil;ekle\u015ftirilmelerinin kolayl\u0131\u011f\u0131 en &ouml;nemli rol&uuml; oynamaktad\u0131r. Pek &ccedil;ok yerde ilkokulun herhangi bir s\u0131n\u0131f\u0131n\u0131n bu i\u015f i&ccedil;in ayr\u0131lmas\u0131 ve bir &ouml;\u011fretmenin atanmas\u0131 yeterli say\u0131lmaktad\u0131r. Di\u011fer ko\u015fullar g&ouml;rmezlikten gelinmekte ve eldekilerle yetinilmektedir.
